To resolve this I have been turning the car off, switching to 4Lo on the switch, shifting to nuetral and starting the car. It will then try to shift to 4Lo and allow me to shift back into 2WD. Even though it's already in 2WD this is how I get the light to stop flashing.

I've used 4-high a few times. Today, I needed 4-low. I was in 4-high. It was working fine. When I turned the switch to 4 low while in neutral, the light on the dash just blinked rapidly. Yes, I finally got to it and fix it. It was the 4wd actuator switch on the transfer case. Toyota want almost $1000 for that part alone and you'll still have to open the transfer case up to pull the actuator off. Instead I went a bought an used whole transfer case for $600 and put it on. No more 4lo flashing and my 4hi and 4lo work now.
